Captain Regent Of San Marino In 2023
In 2023, San Marino had two pairs of Captains Regent because their terms lasted only six months. The Captain Regent is the head of state in San Marino.
They are elected every six months by the Grand and General Council, which is the country’s legislative body. This tradition has been around since at least the 13th century.
From January 1 to April 1, 2023, the Captains Regent were Maria Luisa Berti and Manuel Ciavatta. They served together until the end of their term on April 1.
Maria Luisa Berti is known for being one of the female leaders in San Marino, a country that has a history of electing women to this position. Manuel Ciavatta has been involved in politics for many years.
The investiture ceremony for the new Captain’s Regent takes place on April 1 and October 1 every year. During this ceremony, the newly elected Captains Regent are officially sworn in.
The ceremony includes a flag-raising event and a mass at the Basilica of San Marino. After Maria Luisa Berti and Manuel Ciavatta, Alessandro Scarano and Adele Tonnini took over as Captains Regent from April 1 to October 1, 2023.
Alessandro Scarano was born in Borgo Maggiore, and Adele Tonnini was born in the City of San Marino. Tonnini has a background in environmental issues and has served in various political roles, including as a delegate for San Marino at the World Food Programme.
Starting from October 1, 2023, the Captain’s Regent changed again to Filippo Tamagnini and Gaetano Troina. This transition is part of the regular democratic process in San Marino, where leadership is shared and rotated among elected officials.

Captain Regent Of San Marino In 2024
In 2024, the Republic of San Marino elected Alessandro Rossi and Milena Gasperoni as the Captains Regent. They have been serving as the heads of state from April 1, 2024, to September 30, 2024.
As we’ve said, the Captain’s Regent is elected every six months by the Grand and General Council, which is San Marino’s legislative body.
They are usually picked from different political parties to keep the government balanced. After their term of six months, they cannot be Regents again for another three years.
Alessandro Rossi and Milena Gasperoni were sworn in on April 1, 2024, during a traditional ceremony. The day began with a flag-raising ceremony in Piazza della Libertà, followed by a gun salute from the Sammarinese Armed Forces.
Then, they went to the Basilica of San Marino for a High Mass led by the Bishop of San Marino. After the Mass, the Regents went back to the Palazzo Pubblico, where they took the oath of office.
They also received the collar of the Order of San Marino from the outgoing Captains Regent. However, the ceremony ended with the playing of the San Marino national anthem and the departure of the outgoing Regents.
The practice of having two heads of state in San Marino started a long time ago, around the year 1243. Back then, they were called consuls, which was an idea taken from ancient Rome.
Over time, the titles changed to captain and defender, and then to captain and rector. Usually, one was from the upper class, and the other was from the working class.
In 1972, a new law allowed women to hold public positions in San Marino. Since then, 18 women have been elected as Captains Regent. This makes San Marino the country with the most female heads of state in the world.
